Manitoba rebuilt inspection: getting a Salvageable vehicle back on the road

The steps to register a written-off vehicle again in Manitoba: repairs, receipts, the inspection MPI requires, and what to ask MPI before you start.

General guidance. No specialist review is claimed unless named on this page.

In Manitoba, a vehicle with a Salvageable status can return to the road once it's been repaired and has passed two inspections at stations Manitoba Public Insurance (MPI) authorizes: a body integrity inspection and a safety inspection.

The MPI salvage-status guidance distinguishes Salvageable from the cosmetic-damage exception: the latter does not need the body integrity inspection but still needs a Certificate of Inspection.

These notes sum up MPI's published rules as of October 2026. They aren't legal advice, so check with MPI before you buy, repair or register a vehicle.

Start with the status. A Salvageable vehicle needs both inspections. A Salvageable with Exception vehicle, written off for cosmetic damage, needs the safety inspection only. With Writeoff, ask MPI what certification that vehicle needs. An Irreparable vehicle is a parts vehicle, whatever you fix, and DNF lists flood and fire damage for parts only and never groups it with Rebuilt vehicles.

Talk to MPI before the repair

Before you start the repair, file an Application for Rebuilt Vehicle Certification with a repair plan that follows the manufacturer's repair procedures, approved by an inspection mechanic at a station MPI authorizes. The mechanic takes photos of the damage and says how many inspections the repair needs. Don't seal over structural repairs until they've been checked.

The body integrity inspection covers the body and frame, glass, airbags, seat belts, wheel alignment and driver-assist systems. The safety inspection covers brakes, steering, suspension and lights. Get a written estimate from a qualified shop for any structural work.

Keep receipts or bills of sale for every major part, new or used, the VIN of any vehicle that used parts came from, and photos from before and during the repair. A missing receipt can mean a second appointment.

Passing, failing and the history that stays

When the vehicle passes both, register it with MPI. You'll need insurance before you drive it, which in Manitoba also comes through MPI. If it fails, the mechanic lists what didn't pass. Repair those items and have the vehicle checked again at the same station within 120 days.

A vehicle that was written off and repaired keeps that history, so if you're buying one, ask for the inspection paperwork and the receipts. Passing an inspection on one day isn't a warranty, so have a mechanic you trust check it before you buy.
