Repair invoices, inspections and photographs: what each proves
Interpret repair invoices, examination records and photographs by the claim each supports. Build a blank document index for a rebuilt-car buying decision.
General guidance. No specialist review is claimed unless named on this page.
Read each repair document against the particular claim it can support. An itemized invoice describes recorded work; photographs show visible conditions at a point in the history; an examination record concerns its stated examination. None should silently stand in for the others or for an independent assessment of the car today.
Start with the claim rather than the size of the file
A large document pack can still leave the buying question unanswered. Write down the seller's specific statement, then identify the record that addresses it and what remains outside that record's scope. There is no single document hierarchy that makes every claim true.
The FTC's US dealer-buying guidance separates a vehicle history report from an independent mechanical examination and recommends a written report identifying the vehicle. That supports keeping historical paperwork and current findings as distinct evidence layers; it does not turn US dealer rules into global transaction rules.

Vehicles for sale (1)Match the record to the question
The table is a DNF document-reading aid. Its limits are prompts for follow-up, not judgments about the authenticity or workmanship of a particular record.
| Record available | Question it can help address | Boundary to preserve |
|---|---|---|
| Estimate or work plan | What work was proposed or described? | Read its date and status; do not relabel a proposal as completed work. |
| Itemized repair invoice | Which operations and parts does this issuer record for this vehicle? | Check identifiers, wording and exclusions; the invoice alone does not establish every aspect of workmanship. |
| Parts receipt | What component and supply transaction does the receipt describe? | A purchase record alone does not establish installation or suitability for this vehicle. |
| Dated photographs with provenance | What visible condition is shown at the supported time? | Keep capture-date uncertainty and areas outside the image unresolved. |
| Administrative examination record | Which examination and jurisdiction does the document identify? | Read the examination's purpose before treating it as evidence about another system or present condition. |
| Independent current assessment | What did the provider examine and report at that time? | Retain exclusions, inaccessible areas, untested systems and referrals. |
Use jurisdiction examples narrowly
New York DMV describes its salvage examination as an anti-theft measure, distinct from safety, emissions and insurance examinations. Its record should therefore be read for that stated purpose, rather than treated as a comprehensive repair-quality finding.
Alberta's Rebuilt Vehicle Work Plan guide and form separate vehicle identification, damage description, a work plan, pre-repair photographs and a major-component list with supplier, invoice and donor-vehicle fields. These are useful examples of traceability between documents. They are Alberta-specific fields, not a universal checklist or proof that another jurisdiction accepts the same pack.
Build a blank evidence-pack index
No permissioned repair pack is reproduced here. This is an unfilled method for organizing documents you are authorized to receive. Keep originals intact and use redacted copies when sharing beyond the parties who need the details.
Assign your own reference to each document. For every material claim, complete:
- Claim being assessed: preserve the seller's wording and identify the work or condition it concerns.
- Supporting records: document references, issuer, date and vehicle match checked privately.
- Trace between records: which invoice line, photograph set or assessment finding addresses the same work.
- Stage represented: proposed, recorded as completed, examined later or still unknown.
- Scope gap: the question no supplied record answers.
- Next evidence: issuer clarification, missing original or qualified provider's assessment.
- Decision status: addressed within stated scope, further evidence required or unresolved.
A link between records matters more than their order in a folder. If an invoice and photograph cannot be associated with the same work, leave that association open instead of describing the photograph as proof of the invoiced operation.
Give a qualified provider the remaining questions
For technical repair questions, ask a qualified provider to identify the applicable vehicle-specific OEM procedure and the records needed to evaluate the claimed work under it. Ask what can be assessed with the available access and what cannot. Do not ask the provider to endorse concealed work solely from a tidy invoice or exterior picture.
Keep the response with the index, including limitations. If the necessary evidence does not exist, that is an unresolved buying variable. It is not a reason to invent a completed operation or a favorable assessment.
For the administrative process itself, use how state salvage inspections work. For organizing an independent visit, use the assessor viewing guide. Compare vehicles with an evidence index that makes missing support visible.
A seller assembling those materials can use the seller record-pack index to show scope and gaps without treating one document as proof of everything.
Questions and answers
Does an invoice prove the whole vehicle was repaired correctly?
No. Read the vehicle reference, itemized scope, date and exclusions. Ask a qualified provider what additional evidence is needed for the particular repair and vehicle.
Does a New York salvage examination replace a mechanical assessment?
No. New York DMV describes its salvage examination as part of its anti-theft program and distinguishes it from safety, emissions and insurance examinations.
What should I request when the repair records are incomplete?
List the exact claim and missing document, then ask the issuer or qualified assessor what can be established. Leave inaccessible work and untested systems unresolved in the evidence pack.
